After completing World 1, Zone 2 boss, while waiting for the count down timer, exit the dungeon and return to Rata Sum. The field of view is stuck in boss mode, even after swapping characters. I have not tested this in any other zones, but have repeated the behavior in this zone. Although I would love the ability to zoom out to this range at any point in the game when not fighting a boss, this mode prevents the use of the mouse wheel to zoom in or out.
