Yeah good idea, i’d turn the machines off restart the router then turn them back on personally, come to think of it how are you actually connecting to the web? WIFI, Cable? etc

Alternatively if you still have problems are you using the latest release drivers or latest Beta drivers, the launcher does say there are issues with latest release drivers and recommends the beta ones.

Are you using an administrator account or running Guild Wars 2 as an administrator? I would assume as the game is downloading and installing files it requires Administrative privileges.
As common as it sounds have you tried turning it off and on again?
try restarting your router, some of them can get a little upset when a lot of bandwidth is being used, a restart might put things straight.
If the data is corrupted its useless and has to be redownloaded I am afraid, although a trick I know that sometimes works is Windows roll-backs to a time when before GW2 got corrupted, (if you have restore points) not sure if it works with Guild Wars 2 though, aside from that you can’t really do much other than wait for it.

That noise may be an error code, some PCs have some rather amusing error codes even when they freeze up during every day use. Do you know the thermals of your CPU and GPU? if not it might be worth downloading a program such as RealTemp and monitoring your CPU and GPU during gameplay as it sounds like one of them is overheating.
Edit: For an AMD CPU and GPU you should be looking at about 60-70degrees C each. (GPU generally hotter than the CPU)
It might be worth rolling back to the latest release drivers, Beta drivers can be unstable at times.
If that is 90 degrees Celsius I would be concerned, its right at the top end of what a card can do and may be damaging the hardware if running that hot for extended periods of time. since I have a GTX560 running the game at absolute max on about 50 degrees C in a SFF case (considering my card is about the same if not worse in performance) there is something wrong there, if you have custom built your PC it may be worth ensuring fans have good airflow and no cable mess in the way, dust can also make PCs overheat.
