What I was planning on doing is rampager weapons, bezerker armor maybe with some valkyrie or knights mixed in, then rampager trinkets with ruby jewels.

I would not worry about condition damage that much. With this build your damage is prob 70:30 direct:conditions.

Yea, I agree this is definitely more of a WvW build. Seems like Rampagers armor would work nice in this build maybe with a zerker weapon. Kind of worried it will be too squishy though for WvW.

I was having a blast messing around with this build http://intothemists.com/calc/?build=;00;3kHkC0C4-KVJ0;9;4TJ;0J17A38;538;9;6kKcFC last night, but I am having a hard time deciding which type of gear to use for it. It is a bit of a hybrid build utilizing fear, burn, and terror, but most of the damage is coming through power. I am just not sure whether it would be best to use a rampager set, zerker set, or even some sort of mixed set. I would be using it mostly for WvW and PvE. Any thoughts?
