Char cultural armor doesnt have hole for tail, tail is going through texture? REALLY? It looks ugly. Please fix this or give us something to change race. Thank you

Hi, please help me, i dont know what is wrong with my PC. I have 1 year old computer.
Spec.:
QuadCore AMD Phenom II X4 840, 3215 MHz
4096 MB (DDR3 SDRAM)
AMD Radeon HD 6800 Series (1024 MB)
HDD: 1000 GB
stable connection 1gb/s

i think i have good pc, but when i set the lowest details what is possible to set i have 30-40 fps in lions arch and about 20 fps while i am in WvWvW in 20vs20 fight.

is it normal? should i reinstal my pc? help me please
