This has been happening for a while with Unsteady Ground. Now it also occurs with Static Field. If a player dodges or uses a skill with an evade (e.g., Burning Speed) into either of these CCs it does not proc Lightning Rod despite being them stunned or knocked back.

30 in Arcana is definitely viable. However, I like the 06044 setup better personally. I do not prefer it on Staff for small scale because you’re focus is on kiting/positioning. As you may know, you can precast your Earth 2 to blast any of your fields (you have to wait a second or two before dropping Water 3 on it) or you can drop Water 5 and immediately Earth 2 and still get the blast (this works with Water 4 and Fire 4 as well). Ether Renewal is plenty of clear if you get condi bombed.
I have blasting staff on for a few of those fights. I tend to use it more often than not. I’ll sometimes just use Fire and Earth 2 for zoning purposes if I have no way to lock someone in one. On 66002 blinds, dodges, and cc are your means of survival. An alternative could be Energy Sigil with Blasting. Although I sometimes find the smaller Static can be much easier to catch people with.

Some duels and shenanigans on a full zerk staff ele vs opponents ranging from very competent to not so much. I only included one fight vs an obnoxious build seeing as they are very long even sped up.
There are plenty of cringe-worthy panic spams of utilities, lack of needed stow weapons, and some wrongly anticipated statics (i.e., expected a leap or port to me).
I find zerker staff very fun as it keeps you on your toes and can be very punishing for mistakes (especially the 66002 variant). However, when played well it is very strong.
