I’m pretty sure the patching speed of Guild Wars 2 or any other MMORPG depends on your internet connection and not ArenaNet, except if there are widely affected server traffic problems which is not the case here. If you’re sharing internet with other people through a router, use public Wi-fi or simply have a poor download rate (non unlimited, or limited traffic — say someone downloads something at the same time as you) from said host, the lag you observe is normal. Personally, I’m getting an average of 500kbps/sec here… though it falls down to 200kbps/sec sometimes.
