Guild Wars 2

So I took a short break, and haven’t changed anything on my PC. I used to run at around 40-60 fps depending, but now I can’t break 25. What’s worse, is that next to me, a computer running the exact same specs and setup is running at that 40-60 point. What the heck is going on?

Some mail was sent to me in game containing some crafting supplies. The name was correct and my mail box is empty. I’d like to know why it never got to me and what I can do to fix it.
