I have the same issue, 97%, even though I have 100% map completion, and all of the <area> explorer achievements completed.

This has been bugged for way too long, the only way to get around most of these (the hammer in particular) was to be there for when there was a new build. That hasn’t happened in awhile, so unless you were there at reset you are SOL. This blocked skill point is the only thing keeping me from my 100% completion.

I’m sorry, but this has been bugged for way too long and should have been fixed ages ago.

The majority of these weapon skill points are still bugged, the spectral hammer in cursed shore included.
