The issue seems to come and go. I have been downloading for most of the day, but have twice (that I noticed) gotten the connection error. The first time I stopped the download, and when I started it again it seemed to be OK, if slow. The second time I just waited it out, and eventually it started downloading again. Currently my download speed is fluctuating in the range between 250 and 625 KB/sec; a couple of hours ago it was in single digits or at zero. So my best suggestion is, if it’s not working at the moment, try again later.

Edit: This morning (Monday) it had finished downloading and have been able to log in and play.

Well, this morning it seems to be fixed. I started the installation normally and all has gone swimmingly; download speed is excellent (at least for me) and no hangups so far (fingers crossed!) Now I just have a few hours of download to wait for and I should be good to go. So if anyone else has been waiting for a fix, try now. It seems to be working.

I am also having the same problem, and am relieved that it is not just me or my system or ISP. I am leery of using a VPN (and also lazy) so I will wait and see if there is a fix from ArenaNet in the morning. Thanks, all, for the information.
