I tried the new version of the sigil of energy and I noticed that it gives 5 seconds of vigor and not 9. Is it a bug or is it intended?

I noticed that the ranger shout skill “protect me” prevent capture-point contribution while the skill text don’t show it anymore.

Is it intended or is it a bug?
