i tried to activate it from greece, with the address of my parents house, and I got the same error message. Then i added my address from germany, Hamburg, where i live for a few months per year, and it worked !!
TIP: Use google maps to type everything REALISTIC: European country, City, Zip Code, Address. put everything realistic and it will work fine.
