Agreed, at least for the starting zones.
I fully explored/completed the Asura zone, while mining everything I saw and did a bit of crafting and still wasn’t high enough level by the time I finished, had to go fully complete the Norn zone too.
I don’t want to be doing 2 starter zones every time I make a new character.
I shouldn’t have to fully complete 1 zone in order to be the right level. No point giving players choice if they still have to do all of them.
