Nice. Of course this has absolutely nothing to do with his problem. His problem is that he doesn’t have DirectX 9 installed, and while later versions are functionally backwards compatible, they do update the names of files.
How do I know? I had the same problem, have UAC disabled, found that the file it was looking for was missing, and solved the problem by downloading the below link and installing the DirectX optional components. kitten.
