I didn’t read through all the posts so forgive me if it’s already been brought up, but I think something similar to the PvP reward tracks would fit this idea well.

During the last event in this chain, there’s a champion risen spider and a puppy ton of veteran risen spiders. The problem is that the vets, in addition to not giving loot or experience, don’t give credit for the event. Several times now I’ve missed out on getting the chests because the group didn’t kill the champ before time ran out and I never tagged any of the other mobs that spawn. At the very least these vets need to give event credit. Thanks!

This has also happened to me on shadow behemoth and fire ele while using a lvl 12 character. However, I did get the daily chest on one of my 80s while doing shatterer.

Edit: I got my first skin last night, so now I’m at 1/120.

I did the 3 JPs in Lions Arch on each of my 8 toons, and I believe I have a total of 9 coins. Based on my extremely small sample size, it seems the drop rate is about 33%. However, I also did a number of the boss events and didn’t get any from those, so perhaps JP chests have a higher drop rate than other chests.
