I don’t think the Asura care. They are not human. And they don’t even have boobs so why should they botrher to hide their chest? they’ve other stuff, like giant ears and sharp teeth and I suppose some of these things are, what is seen as attractive within their own race, so they don’t even think about it being an issue unless running into Humans (Norn also seem not to care and charr women also don’t have boobs, that you can see).
Their social norms and gender rules differ from the humans. I’d be sad if A.net would water that down more, than they did already with the outfits.
It’s great that the races think vdifferent about some stuff…and Asura would look weird with female armor that is made to emphasise the humanoid female bust.

This basically…Female and Male Asura are basically the same thing, just with slightly different body shapes and face, they have no breasts they arent human they dont have the same body differences as male and female humans so why should they were other outfits that emphasize their body shape?

So I’m new to the game and have been making many different characters to try out each class…and each time i make a new class i look up the armor sets.

Well each time i do that i always fall into making Asuras, because their armorlooks SO GOOD ON THEM. Like with other races their armors are hit or miss, like 3/12 sets look nice, but with Asura i like almost all of their sets, it looks so nice looks kitten/cute (depending on the outfit).

So whats your favorite Race based on Looks? Mine is Asura.
