Make sure that when you are using the command prompt that you are running it as an administrator.
Also, try out several dns servers, and configure them on both your LAN adapter and your wireless adapter if you happen to use one.
When you are configuring your IPv4 settings to change the dns server, make the new server (8.8.8.8) your preferred server and make your alternate dns server your default one (192.168.×.x, or w/e it happened to be).

Have you tried changing your dns server? Also, try going into the properties of the shortcut and checking off “run as administrator”.

This is the second day in a row that I have been unable to login and play the game. I get to the character selection screen and after selecting one and trying to play I get this error. I have done everything that has been listed so far, the “/clientport 80” trick, flushing dns, changing to google dns server, forwarding ports in my router, turning off antivirus and firewall, but nothing works. Please help!
