my processor is a i5-2400 3.10GHz, my graphic card is a Radeon 7450 HD, 8GB and windows 7 64bit and i have 14 to 30 fps with all the setting on low, is this normal?

I did every single thing that Arena.net told me to do and even after downloading the latest driver and analysing my PC with their own program my FPS hasn’t even went up by one. Actually, it even went down. The only way I can play is by putting all the graphics settings on low and i have a merely 20-30 FPS in the best cases. This problem is REALLY starting to get on my nerves.
