The only time I have had this skill work was on NPCs in a story instance. If i remember right I was under earth attunement and 3 NPCs were resurrected. I have tried with players in my party while doing a jumping puzzle and this didn’t seem to work when they were fully defeated. haven’t tested this with just downed party members.
