please can you explain the problem in more detail, or attach a screenshot?
are you saying, you have items to pick up, but when you talk to a black lion trader npc, you cannot pick up the items, or are you saying the items are not listed to pick up in the pick up window?
for either case, please try logging out, then logging back in, sometimes this resolves the issue.
Please be aware that you can get the skins again from a following set of achievement points (if you have enough). For a full list of achievement rewards see http://wiki.guildwars2.com/wiki/Achievement
Although this bug shouldn’t be happening, if you have enough points to try again to get the item you clicked on the next time it comes around, at least this may be a work around for some people.
Also note that if you don’t get the popup chest for the achievement points, just logout and log back in, and this should prompt the popup/s again.
confirmed bug on medium armour also (as the skin always previews as the heavy version).
if you want to preview this on your light/medium armour set, you can ask somebody who has already skinned their light/medium armour with this to link you their item, this then previews the correct armour type.
I’m sure arena net are aware of this bug and working to fix it soon.
ps. there is no need to make support tickets for bugs with the game, as there is nothing wrong with your game client or pc that can be fixed, but please do use the report a bug feature. (game menu, support, report a bug).
