The “Unidentified Gray Dye (Rare)” is itself rare, and does not imply that the identified product will be rare. The item description, which you point out that you have read, correctly states that it will identify a common, uncommon, or rare dye. It is also worth reiterating that the item name is an “Unidentified Gray Dye” (of the Rare variety), not an “Unidentified Rare Gray Dye”, which would indeed be misleading.

This would best be suited in the suggestions forum. There is a stickied post in that forum (https://forum-en.gw2archive.eu/forum/game/suggestions/Game-Improvement-Suggestions) that you should check through since many of your ideas have probably been suggested before, and is probably the best place at the moment for making such a consolidated list of suggestions.

ArenaNet’s daily update for September 7th says this:

“We’ll add an option to report an account for sending spam or otherwise inappropriate in-game mail. Edit: This option will be added in tomorrow night’s update, not tonight’s update.”

So we should see this after tonight.
