I got a reply from the support about my account not receiving the code for HoT after in game purchase.

“Greetings,

After reviewing your account, we have found that your purchase attempts were declined by your financial institution. When this happens, we are not given a reason of the decline. Please contact the financial institution for information about the refusals. Once you have resolved the issue with your financial institution, try to make your purchase again. You should have no further issue.

The $49.99 was deducted on the debit card. So, should I ask for a refund to arenanet or to the bank?? Thank you

I have the same problem. Bought HoT in game using the black lion trading company. After purchase I did not received any email in game or in my account mail about the serial code but the money was deducted on my debit card
