Same problem here, and it happened after today’s patch.
I have been doing daily Tequatl / CoF runs for the past couple of weeks and I have never encountered any lag / delay in skills until today. It was so bad that I had to bail out of today’s organized Tequatl.
For reference, I live in Singapore and am on a fiber connection too. I have also tested several other games (Diablo 3, Warframe) just in case it was my connection but there was no lag in those games.
