Toughness reduces damage for each incoming physical attack. Guardians wear heavy armor, and thus receive more protection per hit than most other professions.
Examine what is defeating you the most in each sPvP match. Is it the spinning dervish with his many-thousand-blades? …Is it the constant stunning and control effects you can’t overcome? …Or is the multiple conditions and stacks that you can’t outlast? …Or perhaps your opponents are consistently smarter, stronger, and faster?
In closing: The answer to your question of how much toughness to bring to each fight, unfortunately, varies by situation, skill, teamwork, terrain, your opponents, and a hundred other contributing factors.

Warrior = Sprint to the kill
Guardian = Run the Marathon
1. Weapons match situations. (Switch constantly.)
2. Spec for your enemy. Traits and Skills. (Its 3s to retrain, pay to win baby.)
3. Pick a favorite. (But always know when it loses.)
4. PvE is different than, sPvP is different than, WvW is different than, Dungeons is different than, etc. (Every time you die, remember to learn something.)

sPvP: Smite Condition (12s cooldown) + Shelter = Better than just a Signet ;D
If you blocked it, you healed it. <— Mental Conditioning. Do it.

Try out Warrior Damage Builds, both Melee and Ranged, then return to Guardian.
Warriors sprint to the kill, Guardians run the marathon. 
Melee: Critical hits grant 1s of Vigor <—- This
sPvP Troll-of-the-Hill:
Gandalf #5, > Reflect Wall, > Shelter, > Shield Knockback, > Renewed Focus, > Apply Retaliation, > Kite the Circle, > Downed #2 Blow-back.
Do all this and watch as the 8 other players scream at you to kittendie already. Fughahahahaha!

I feel your pain. Here is what I want,
Skill 4: Instant cast, buffs and damages in a circle around you.
Skill 5: Reflects projectiles, Blocks instead of Pushes.
Why?
Skill 4: Move, Aim, Swing, Miss, <— Hate this.
Skill 5: Absorb is meh, but the Knock-back tends to mess with my Teams AoE’s and Symbols. Especially if I’m in melee. It does open me up for a quick transition to ranged combat? But I’m a Guardian. I don’t spec for ranged combat. Plus, blocking is effective against more opponents than interrupting ever is.

Hey all,
Today I entered an Instance that pitted my Guardian against a volley of Destroyers. Ya know, the scorpion-like critters that are immune to Burning. Anyway, I was having more than a little trouble over coming them.
Here is why:
1. Immune to Burning. Meaning less damage from me and my ‘Hounds of Balthazar’ elite skill.
2. They have a Magma Symbol that auto-cast/auto-hits you for large damage at medium range, making kiting almost counter-productive.
3. They are surprisingly fast. Making Instance combat space even smaller.
Thus, my question: How does a Guardian spec for a King-of-the-Hill match against Destroyers?
