How viable do you guys think this build is for an elementalist as comms?

I was thinking the utility skill set for an elementalist staff is versatile in engagement and could allow for strategic manoeuvres (ie. Static, Chills, Water blast, Unsteady ground, Shockwave) at the hands of the commander, at the expense of retaliation buffs, and limited AoE stability.
Bear in mind that I chose to opt for Celestial build over Shaman or Sentinal since Eles are such that they benefit from all of the stats from celestial, though I wouldn’t rule out the idea of going Vit + Tough over the reduction in healing power (which is actually very viable).
