Deputy Crackshot bugged on storm bluff isle bloodtide coast no matter how long hold button 2 down the cannon ball keeps exploding just in front of the cannon

I was in blood tide coast doing heart missions when 3 bite sized candy corn elementals spawned near by not sure if this is bug or not I did kill them they dropped Trick-or-Treat Bags as said not sure game had bug on spawning seemed odd since not Halloween

hello I reinstalled gw2 am updating I have installed off disc have download 6gb so far still at 127000files to go wondering if anyone mite know how big patch mite be overall thanks
