Bagred won’t give the recipe for the hunter’s kit

Dreadnought with Fused Gauntlets and Ascended headpiece
everytime i withdraw my weapons on this character only my character gains stealth without the buff
this is annoying because my character is awesome looking and id like to get this fixed
additional info
i weild Jormags Breath + Blood Legion Shield
And other weapon set is Mistforged Hero’s Hammer
But it happens with all weapons

I was in the super adventure box and i got the staff skin i was so happy and when i left the servers shut down and i logged back on and the skin was gone i was so angry what do i do?
