Hello Gaile. I believe you are mistaken as this account has previously been hacked and the true owner of this account has never been involved in cheating. Here are 3 support tickets that show that he has been hacked.

Hello. My friend was out of the country for 3 weeks and when he returned and tried to log into GW2, he discovered that his account has been banned. Before he went away, his account was hacked, but he was able to gain back control with anet’s help, but now he has been banned even though he did not do anything malicious. One theory that we have is that his previous hacker went against the terms and conditions, but his banning was delayed. He really did not do anything wrong and i just want to play with him again.
