Guild Wars 2

This seems to be a reference to the ‘Paragon Level System’ that was recently introduced in Diablo 3 (http://us.battle.net/d3/en/blog/6968517).

Once you enter combat you should be able to notice a boon that is essentially a smaller version of the major trait slot image. It is a little circle with “II” in it.

Simply said; the boon Empower Allies will show up once you are in combat.
