Newer Player here and not sure if this has been answered already. If I purchase the expansion when do I receive the gems and character slot?

Evening, I am not a new player (quit after 1st or 2nd month) cannot remember honestly. Now that I have reinstalled the game though I am completely lost. i am not sure if I should delete the toons I had and start over, suggestions?
