I upgraded from a 470GTX and if anything I have had a performance drop

I have what I would consider a fairly good system. But I am plagued by terrible FPS during WvW, any intense pve and walking around LA at any point in time.

WvW/Intense PvE I normally drop down to a constant 15FPS. With MSI afterburner reporting gpu usage at 20-40% and CPU usage around the same.

I also get very large FPS drops when panning the camera( I tested this in lions arch and it appeared to only drop the first time I panned to a new direction)
For example I load into lions arch at any given waypoint. Look left I drop down to ~5fps or less (gpu usage drops to 1%). Now if I pan back to my start direction and back to the left again I no longer experience this drop in FPS.
