Just wanting to add that I had this same problem today, also ended up having to restart. A three year old bug should have been fixed by now.
I’m having the same problem. I cannot progress in my personal story beyond Forging The pact. Additionally, I am stuck on part 8 of Living Story Season 2. When I attempt to drop it, it automatically starts back up.
