The fact I don’t have gold to just buy things outright is kind of why I’m asking to begin with.

The wiki only tells me that “high level” destroyers have a chance of dropping them.
What is considered “high level?” I farmed the ones around the Mega Destroyer’s area for a while (Level 66-67) and didn’t get any.
