I agree, it feels strange to me. First there was just a giant hole in Divinity’s Reach for the entire game since launch, and then Anet finally builds a gorgeous arena on top of it, and now it doesn’t do anything again and functions the same as the hole. (As a side note, I did like that section even back when it was collapsed. It had a dilapidated beauty to it).
I am hopeful it’ll be back though. The letter on the main page from Queen Jennah says the watchwork knights they used in the arena will be shut down until they are free from outside influences. So hopefully, that suggests Anet will re-use them in the future in the arena.
This may be a weird thought: maybe the Norn elites would seem like less of a waste if the cooldown was shorter. (The same could possibly be said about some of the other races’ elites, so maybe some of those could be changed too.) I understand racial abilities are supposed to be cosmetic and for fun, and the transformations are kind of fun, but most of my fun in using them is taken away by the fact that, after only 30 seconds in this other, interesting form, I’m left with a 2 minute cooldown. 2 minutes is the longest cooldown any skill in the game can have after all. Maybe ArenaNet could consider shortening the cooldowns on these abilities a little bit; since they’re supposed to be cosmetic and for fun, let us have that fun more frequently.

I know it’s been said a million times at this point, but this has got to be one of the best (if no the best) cut scene in the game. A-net, your art and artistic ability is glorious, you need to show both off in cut scenes like this more often
