so on the GW2 wiki is says WvW reset every sunday, other posts say friday and stuff but atm it hasnt reset yet for RoS, Whiteside and FoW its been about 2,5 weeks now.
any idea why?

Right so to equip your elite specs. weapon you need to do this:
1. go to traits
2. in there select your elite spec.
3. equip your weapon
4. make sure you select the specs in your trait menu as well
keep in mind that PvE builds are different from for example PvP so if you want to use it in PvP you need to do that process again.
