That way you must have active people on the server to receive the guild benefits, and it encourages people to stay on the same server, rather than spread out.
Even with the salvagable skins/scraps, I find that it takes a rediculous number of mats to level LW. Short of grinding for hours or spending several gold pieces on the TP, it’s just not gonna be worth it to level up. (at least for me)
