They keep trying to make it sound like a good deal. The players who already own the core aren’t being penalized for already owning it, from their prospective. The New players are getting a $50+ gift, compliments of Arenanet. It would be horrible for a new player to pay $99 at one time. Instead make the previous owners pay it for the exact same content. oh well.
