Guild Wars 2

Found the issue, it was Norton. I noticed its icon disappeared on the launch bar and I cannot launch it when clicking on its desktop icon so I uninstalled it. Was able to launch GW2 after restarting.

When I launched my desktop shortcut its just stuck on the GW2 splashcreen with downloading 0kb (0kb/s). I already tried to repair launcher but when I click on the repair shortcut it just shown the same screen.

One thing I did notice is that when I click on the X to close the Splash screen the GW2 application stays running on my task manager and when I clicked on GW2 again its not opening anymore but another instance shows up in my task manager.

Is there any fix for this short of reinstalling?
