This has only started happening today. We can download all of the patch except for the last file, so I doubt they are throttling or blocking anything.
I have also tried changing servers as noted here, with no luck: http://help.guildwars2.com/entries/93290408-Problems-Downloading-or-Patching

Myself and a friend both have the same issue of getting to 35 MB and then stopping. We are both in Aus and both on Optus. Other friends on other providers do not seem to be having the issue.
