As it turns out, the NPC is indeed bugged but the chest is still accessible. It’s just east of Ireko Tradecamp waypoint.

It seems like we’ve been waiting for a good over 30 minutes and he has yet to initiate the event to help him defeat kraits. Is he bugged? =(
