Update:

I was able to wake up The War Beast by using Illusionary Wave on him, as I started to walk out the gate opened and he came out. After getting a group together to kill him the “Support the troops stationed at Ascalon Settlement” quest was back to normal.

Having this same issue on Devona’s Rest, hadn’t had the issue in the past while I was on Jade Quarry, so I don’t know if it’s a server based issue or just a new bug.
