This is affecting me as well. I contacted support and got this reply:

Alright, It seems to be afecting other players as well. if you look a this thread on the forum (link to this thread removed). Other people have done by trying several times although it may require a lot of work. =P

I’ll pass this information along to our devs, but I cannot give you any estimated time for a fix, all I can tell you is that we’ll work on that and it will be fixed.

Dune Soarer event popped right next to Devourer Queen NW of Lair of the Beast POI. He goes down quick, FYI.

This was during a sandstorm on a tier 2 map.
