I experienced a similar scenario, however I don’t think it’s bugged. You don’t just have to kill 4 lobbers, you have to have all 4 lobbers dead at the same time. I had killed 4, but one had respawned before the fourth one was dead. When I killed the respawned one, the mission progressed and I got the achievement.
