Got the same bug last night, but he wouldn’t aggo, no matter what, and he was a green npc, however we could not interact with him.
I cried a lot since I were missing 1 skill point to my mystic weapon QQ, and it was too late in the night to go and look for it in other maps

it’s a intended bug to make people as hardcore as you to suffer.

Lion’s arch i get 40-15 (!!!) fps
Ascalonia dungeon – sometimes it drops to 30
usual fps 70-80, capped to 60.
WvW – 20fps max
