If I pre purchase Heart of Thorns Standard Edition this weekend, am I still eligible for the free character slot? Or has that offer expired?

One month to go, and still no word on Heart of Thorns release for Canada?
I’m not buying through guildwars2.com as the exchange rate is too low

Character Selection Error

Even with the DDOS, I am able to login. Every time I select the character I want to use (my engineer), it logs me in as the next character (my ranger).

Anyone else experiencing this?
