I have been having this issue for 2 weeks and have double checked every time that there is nothing else around. I’ve also had the issue where it completed and bugged without giving the reward, twice. Have bug reported in game
There is a random anvil showing up in Lion’s Arch south of Trader’s Forum next to the merchant- see image. It doesn’t show up on the map, it’s just there.
