I can confirm this issue too…. I have 110% increased fear duration yet the tooltip only shows 1 1/2 seconds of fear instead of 2 1/4.

I have the same issue, I can’t add the sigil of purity to any of my Super weapons. I would love a fix so I can use them!!! Thank you!
