How Do Rune Sets Work?

I’ve searched the Forums and Wiki and haven’t been able to find an answer, so if this has been discussed in a previous thread, please forgive me.

I was experimenting with a Rune Set, specifically the Minor Rune of the Doylak. Which is:
(1): +10 Toughness
(2): +6 Vitality

I applied a Rune to my leg armor and one to my foot armor. My assumption about runes going in was that having two Minor Runes of the Doylak would result in +10 Toughness, +6 Vitality for the first piece and +10 Toughness, +6 Vitality for the second piece, resulting in an overall stat boost of +20 Toughness, +12 Vitality.

However, when I took off the foot armor, I noticed that the only thing that changed in my stats was -6 Vitality. So, it appears that the total stat boost for both pieces is +10 Toughness for the first piece and +6 Vitality for the second piece for an overall stat boost of +10 Toughness, +6 Vitality.

If that’s the case, is this working as intended, or is this a bug? If this is working as intended, it would seem that it makes more sense to use different runes, and that forming sets is actually bad.

For example, if I have one Minor Rune of the Doylak and one Minor Rune of the Lich I get 10 Toughness from the Doylak and +10 Vitality from the Lich for a total stat boost of +10/10 instead of the 10/6 I’d get from the 2 Doylaks.
