Close. But to just clearify a minor mistake, Phase Retreat is not very short, and it is always directly behind the Mesmer, not in a random direction (hence “retreat”). I believe you are mixing up the Mesmer downed 2 teleport with the Staff2 teleport.

Yes, my bad. Downed 2 is random. Staff 2 is away from the target.

In any case, my point was that there are plenty of legitimate ways the mesmer can blink around the battlefield. This is an L2P issue.

It is always amusing to hear that “I don’t understand what is happening, therefore it must be some kind of hack or exploit!”

People are too quick to call hacking or exploiting. Short blinks are part of the toolkit for Staff mesmers.
