Guild Wars 2

Used to run a glorious 40-60 fps with my GTX 660 with an i5 and 8 gigs of ram. Now With a XFX 7870 DD OC fps is now at 15-30..

Current Build:
i7 4770
XFX 7870 DD OC
Vengeance 8GB Dual Channel DDR3
4gb Crucial Ballistix Sport
1tb WD Green
160gb Samsung 840 SSD (Game is installed here)
Corsair VS 550

So I got an upgrade. From a i5 3470 to an i7 4770 and 16gigs of ram with an ssd and a gtx 660 to a R7870. Every other game performed better. Except for guild wars 2. I get solid 60 fps when staring at the ground. 50 at terrain. Any point of view from the outside facing the city gives me 30 fps, even lower. What is the problem here? I am not used to ticking down some of my settings since I’ve had no problems with a gtx 660 before. If there is no fix then my last resort is reformatting.
