Just an update, a similar issue (if not the same) is still happening. A soundless villager from the event (orange event shield over his head) persists after the event has finished.
He has been there for around 12 hours now. I think this probably prevents the event and its ensuing event from starting, and also prevents the Juvenile Blue Moas from spawning in their pen on the island. This is the only option for obtaining the Blue Moa for lower-level non-Sylvari players, as the next map they become available is level 30+.
